Good luck. Tilting at cell phone towers is a tough road to go down.
My suggestions?
Act immediately!
You and your fellow supporters should arm your selves with information now - not tomorrow.
Start by having a group member obtain copies of all local regulatory body meeting schedules. Make sure that someone attends those meeting starting now. If there is an "emergency" change to a meeting agenda to accomodate the tower owners, someone must be at the meeting to protest!
When talking with local officials, believe nothing they say. Only the written word means anything. And that means the local and state codes, etc. which apply to cell towers.
Obtain copies of all zoning laws in your area. Read them and read them again.
If officials try anything "funny" such as closed meetings, call them on it. The installation of a cell tower should be no cause for secrecy.
Find out who owns the land where the tower will be built and find out who the previous owners were. Make certain no one who will be voting on the issue has a financial stake in what goes on.
Get your local media involved.
Leave no stone unturned! Investigate everything! But most importantly, learn the applicable laws inside and out.
YOU can fight city hall.
I was once a member a zoning variance board in a suburb of Denver. We approved a variance that "City Hall" did not approve of. They ordered us to revise our vote to suit them. To make it short, we members of the Board of Adjustments, as it was called, took on our own City and fought them all the way to the State Supreme Court - and we won. Don't let political considerations get in your way.
During the process I was personally attacked. Council accused me of taking bribes. To make this short, I took them on - and won. Made them eat crow in front of all of the metro TV station news crews and metro newspaper reporters.
Don't let emotions get in your way. Back up everything your group says with the FACTS and the LAW.
And in this case, I don't think using radiation as a method to fight the tower will do much good. FDA says cell phones do no harm, ergo, transmissions from towers are not harmful, they are not held next to your ear. ( I personally don't agree with the FDA, but that's another subject. )
