I did not get that from viewing the video
What I did get was people are hungry, homeless and in need of healthcare.
Is there some other agenda going on in that video because unless something in the 1907 Hague Regulations gives them another occupation other than what is already.
This country needs a new administration since it wants to be the occupying power and then it has to meet all of th Hague requirements or it has to go to the ICC.
