Can someone tell who gave the cities and counties which are "Public Works Administrations, the juridiction to assess a charge against any human or business?
Would that jurisdiction be Congressional or Legislative, and why?
Who is responsible for the "Creation of Counties Act"?
Is this lawful according to the constitution or some statute by a state?
