New questions have arisen about what, exactly, the government hopes to surveil. On Monday, Kenneth Wainstein, the Assistant Attorney General for National Security spelled it out:

The news this week is terrible. This past week, a 15-year old gender variant gay boy was allegedly murdered in front of horrified classmates by a 14-year old fellow student in an eighth grade classroom in Oxnard, California.
